Abstract:
Many of the estimation techniques employed in applied empirical work allows identifying the actual and counterfactual outcome distribution in the presence and absence of a policy intervention, respectively. Identifying such heterogeneous responses is important 1) because theory often predicts that the effect depends on the counterfactual outcome, and 2) because mean impacts may hide substantial but counteracting effects in certain parts of the distribution with important impact on inequality. We introduce two complementary nested sequences of inverse stochastic dominance criteria. These allow identification of the least-restrictive family of rank-dependent social welfare functions, which have an appealing intuitive interpretation. We identify well-known social welfare functions that are members of our class, parametric and easily implementable, allowing for quantifying the social welfare effects.
