“I want to continue the work of achieving a balanced budget. I have experienced strong support from staff and managers in the work that has been done. This is an important and decisive reason why I am standing for another term as Head of Institute,” says Rosvold.

As no opposing candidates came forward for the position of Head of Institute by the extended deadline, the recommendation to appoint Rosvold was approved by the Faculty Board.

Helsam’s financial situation has shaped both the institute and the leadership over the past four years. The objective has been to reduce resource use in line with lower levels of income, both core funding and externally funded activities.

“Over the past four years, I have become well acquainted with the institute’s extensive and strong expertise in research, teaching and administration. All Helsam staff have made a major effort to revise the study portfolio and increase income from externally funded activities. We are approaching the goal of a balanced annual result, but it will still take time to eliminate the accumulated deficit,” says Rosvold.

According to the Head of Institute, the goal for the next term is to follow up Helsam’s recently adopted Strategic Plan 2027–2035 by facilitating Helsam’s ability to:

  • conduct independent, groundbreaking and long-term basic and applied research that promotes health, sustainable health services and public health work nationally and globally;
  • educate students with the knowledge, ability and commitment to contribute to better and more sustainable health services and society, nationally and globally;
  • strengthen dialogue with health services and wider society, and work to ensure that knowledge is put into practice;
  • be an attractive place to work and study.

The department congratulates Elin Olaug Rosvold on a further four years as Head of Institute!

Head of Institute’s Election Platform

As Head of Institute, in the next term I will:

  • work to establish sustainable finances, with an annually balanced budget and a gradual reduction of the accumulated deficit by adapting activities to available resources;
  • facilitate a shared commitment and increasingly professional application processes so that the department succeeds in securing more and larger projects;
  • closely follow the evaluation and development of the new study portfolio in the bachelor’s and master’s programmes, as well as the revision of the medical programme;
  • facilitate Helsam’s role as an important contributor to the development of Norway’s health services through teaching, research and commissioned research;
  • further develop the department’s leadership structure, including section heads, education leaders and the research committee, and support collaboration between administrative and academic staff;
  • work towards co-locating the department at Blindern through a sound process involving central UiO administration and the department’s own staff;
  • create a working environment and professional community in which staff in all roles experience Helsam as a good place to work and develop.
