Norway was one of 11 participating European countries. The study compares naloxone distribution rates for 2020 (during the pandemic) with 2019 (before the pandemic).
In Norway and most participating countries, take-home naloxone distribution rates increased after outbreak of the pandemic. When Covid-19 restrictions were introduced, the Norwegian distribution sites for naloxone nasal spray (mainly municipal low-threshold services for people who use drugs) proved to be adaptable and flexible. The distribution capacity was maintained in 2020 and even increased from the previous year.
Every year, Norway tends to see a seasonal increase in both fatal and non-fatal overdoses in July and August. It is therefore important that all naloxone distribution sites ensure regular service throughout the summer months. People who use drugs and stay in new places should seek out a nearby naloxone distribution site; please see map for available sites (in Norwegian).
