Applying for animal experiments in FOTS

If you are going to carry out animal experiments, you must submit an application to the Norwegian Food Safety Authority (Mattilsynet) through FOTS (the Norwegian Animal Research Authority). This page helps you prepare the application before logging in.

Go to FOTS login

Before you log in, you must check the following

  • Competence and courses: All personnel must have an approved course in laboratory animal science (Category B or C) and registered practical experience.
  • Genetically modified animals (GMO): Notification of contained use and HSE project appendix must be enclosed with the application.
  • Approved facilities: Check that your user is linked to the correct animal facility.

How to prepare the application

The application in FOTS requires information on the following areas:

  1. Project summary and purpose
Describe the purpose of the experiment, societal benefit, expected harm, and the number of animals in plain and easy-to-understand language.
  2. Assessment of severity level
Classify the experiment realistically based on pain, distress, or harm: Non-recovery (Terminal), Mild, Moderate, or Severe.
  3. Justification for animal numbers
Perform a prospective calculation of the animal numbers (for example, using power analysis or resource equation).
  4. The 3Rs principles
Describe how you address Replacement, Reduction, and Refinement.
  5. Method description and humane endpoints
Provide a chronological description of all procedures, anesthesia, pain management, and follow-up. Specify concrete criteria for when an experiment must be discontinued (humane endpoints).
